What does official partner mean?
According to the rules of every event: A person directly or indirectly connected to the organizing company can't be a part of the event, forget about winning it.
According to the personal website of Dennis (http://rossiev.pro/), he is affiliated to Snapchat and I don't know if it's valid that he won.

Hi there,
Good question. Members of the Snapchat Lens Network were specifically allowed to participate in this hackathon per Section 3. Eligibility of the Official Rules:
"3. Eligibility
A. The Hackathon IS open to:
Individuals who are at least the age of majority where they reside as of the time of entry (“Eligible Individuals”);
Teams of up to three Eligible Individuals (“Teams”); and
Organizations (including corporations, not-for-profit corporations and other nonprofit organizations, limited liability companies, partnerships, and other legal entities) that exist and have been organized or incorporated at the time of entry; and
Snap Lens Network members (“SLN”)."

Okay, this is one of my first events where the affiliated members were allowed. I will read this section for another event very carefully. IS & IS NOT makes a lot of difference :)

If you take a closer look you'll see, that 33 of 35 winners (including all main prizes) are official Snap Lens Network partners. Literally almost all of the winners. You can easily see that by following the Lens link to Snapchat and then click on the Snapchat profile of the author. If the author has yellow label in their name, they are SLN partners.
I mean, these people go to the join meetups with Snap, officially participate in all Snap's activities, get all the SLN partners' benefits, got featured by Snap on IG, Twitter and Snap. And then the same people who tweet "Look at the amazing lens our beloved {SLN partner name} has made for our latest Hackathon" long before even the submission period ends, select the winners. And of course the winners are partners, and this goes for all Snap Hackathons. Nothing suspicious at all.
Seriously, just check the IG/Twitter of any Snap employee related to SLN relations.
